Since opening in 1972, Sunrise Mall has been the commercial and social heart of Citrus Heights. Generations of residents and visitors have patronized its many businesses and community events. Sunrise Mall is also an economic engine for the Citrus Heights, providing hundreds of jobs and generating sales tax revenue that funds services enjoyed by all Citrus Heights residents.

Sunrise Tomorrow is a project to re-imagine the heart of Citrus Heights and transform the 100-acre Sunrise Mall property into a premier regional destination and a flourishing center of community life where residents, workers and visitors live, work, play and come together.
The City of Citrus Heights recognizes the importance of Sunrise Mall within the community and wants to ensure that the Project Area continues to be a regional and local destination. Given the changing retail environment, planning for the mall’s future is a key step to ensuring the continued success of the mall and Citrus Heights. In July 2019, the City Council adopted a General Plan Amendment, requiring the development of a Specific Plan for the Sunrise Mall property to ensure a comprehensive plan for the futureredevelopment of the mall. In October 2019, the City hired Gensler and its team comprised of Fehr and Peers, Mark Thomas, MXD, DeNovoto lead the preparation for preparation of a specific plan and EIR.

The presentation will provide an overview of the Sunrise Tomorrow Specific Plan, why the City chose to take this on, concentrating on the both the market and transportation analysis.

Rock Miller will be presenting on liability in traffic crashes with a focus on defense for public agencies and designers. He will discuss and include the following:

  • How liability laws apply to California public agencies and designers.
  • Where areas of major liability exposure can exist.
  • How agencies and designers can reduce their risk.
  • Why it is sometimes better to settle than to fight.
